Joe Lucente is an Associate Professor and Extension Educator in Community and Economic Development with The Ohio State University Extension/Ohio Sea Grant College Program. Located in Toledo, Ohio, he is responsible for research, education and technology transfer of information concerning Lake Erie and the Great Lakes. His main responsibilities include developing and conducting an outreach education program on community and economic development, leadership development education, sustainable development education, consensus building and related environmental issues designed to improve the economic and environmental climate of the Lake Erie watershed.

Joe obtained a Masters of Public Administration degree from the University of Akron in 1995. He received his Bachelor of Science in Applied Science degree from Youngstown State University in 1994 with a major in Criminal Justice and minor in Political Science. Joe has been with the Ohio State University Extension/Ohio Sea Grant College Program since February 2001.

Impacts and Accomplishments

A new Ohio Sea Grant BRE program focuses primarily on supporting the state-wide agritourism job sector for the State of Ohio during the COVID-19 pandemic. By providing the agritourism industry with targeted business information, training and outreach that enhanced business operations, this program supported 81 jobs valued at $2,553,930 (81 people * average annual wage of $31,530= $2,533,930). Salary data comes from the Bureau of Labor Statistics, May 2020, and is specific to occupation code 45-2092’s average mean wage of $31,530.

Ohio Sea Grant collaborated with Ohio State University Extension, the Toledo Chamber of Commerce, the Leadership Fund, and Ohio Township Association to develop and provide local government leadership education on economic, social, and environmental sustainability to 89 public officials in 2021.

Ohio Sea Grant created a comprehensive website and placed four interactive kiosks at prominent Lake Erie shoreline tourism locations. Both products promote cultural and coastal tourism as tools to expand revenues and are valuable assets in encouraging the conservation and protection of important shipwreck sites.

Ohio Sea Grant and the City of Oregon surveyed local businesses and found that 37% of businesses plan to expand, thousands of jobs will be retained, and this could bring an estimated $1.7-2.9 million of personal income to the local economy. They city plans on using this to build an economic development strategy.

Ohio Sea Grant collaborated with Ohio State University Extension, the Toledo Chamber of Commerce and the Leadership Fund to develop and provide local government leadership education on economic, social and environmental sustainability to 30 public officials in 2019.

Ohio Sea Grant collaborated with the Ohio Township Association to offer leadership development workshops related to the local economy, society and environment to 124 elected and appointed officials. Enrolled professionals have the opportunity to receive up to ten contact hours from various professional organizations upon completion of the workshops.
